Synopsis
A stipulation of settlement that is so-ordered by a judge can be the basis of a finding of civil contempt. Tenants provided prima facie evidence that a number of conditions listed in the stipulation were cited as violations and were not corrected. Tenants' motion is granted to the extent that a hearing will be held at which time tenants must prove that they are entitled to relief including contempt, further order to correct, civil penalties, and attorney's fees.
