Court affirms DHCR decision to dismiss landlord's Article 78 petition to deregulate a unit and evict tenant, and claim for money damages against DHCR. Landlord petitioner has received the exact relief sought, as they have obtained possession and the apartment is now deregulated. The Supreme Court has no jurisdiction over petitioner's claim for money damages, Court of Claims does.
